Man, if you think it is hard in any American or European countries, you should try your luck in India, especially if you are from poorest states. No diversity points, in fact very high performances expected to get in US because of large number of applications from my country. I was literally in top 0.1 percentile in undergrad admissions, so that I can convince my family to take physics as a career, which was still met by only disapproval. No one to guide anything about foreign applications. We (people from villages/small towns) have to even cross linguistic barriers to start imagining about US universities. Guess what, I am still not getting any PhD, despite my publications, thesis and working with top people in Asia.

I'm in CME. I was offered a stipend for the first 5 semesters along with a fellowship for the first 4 years.

What is the probability to get admitted if I'm waitlisted in a school like UC Merced? Do people get chance from waitlist in these types of schools? When they can inform us a decision, after April 15th?

TTPB: What's funny? I think that student's got an important point. How many Latin-American students (for example) do you see in the Department of Physics? Do you think that anybody can go to Harvard just by being smart? Just google average salary in Mexico, and they are one of the highest in Latin-America.
