To the UCSD applicant below: I have not heard back from them either, although a friend of mine was recently rejected. I emailed the department yesterday about this. They didn't reply. I know that decisions about US citizens/permanent.resident applicants were made over a month ago.

Applied for PhD, accepted for Masters/PhD. The mail says that we expect you to find a UM faculty member during your first year as a Master's student here who agrees to serve as your PhD adviser. Once we receive a mail from him, your degree will transition into fully funded PhD. Anybody know if it is at all practically possible to secure funding somehow to support myself through the first year? Would really appreciate the help. First decision out of 10. Fingers crossed.

To the person below, this is what I got after contacting the ME Academic Service Office: The main ways for Master’s students to get tuition support are through GSRAs (research assistant) and GSI (teaching assistant) positions. Both of these are typically something that Master’s students apply to engage in for their second term rather than first term, since in most cases in-person interviews will have to be conducted, and students don’t arrive on campus in time to be able to do those interviews for the Fall term. Also, for GSRA positions, many faculty will ask that the student do an independent research project (ME 590) with them during the Fall term, and if that goes well, they may fund them during the second term, but they won’t commit to funding them up front without knowing how the student will perform. On the positive side, if you do research with a professor and they decide after a term or two to support your admission to the Ph.D. program, at that point you will be given a full funding package that pays full tuition+stipend+benefits for 4 years. Unfortunately, education loans available at the University of Michigan are only available for U.S. citizens whether they are need-based or not. As an international student, you need to look for a financial resource back in your home country.

The department indicated that the admissions process is still active and will remain so until rejections are sent in April, but at this point I think it's fair to assume the vast majority of acceptances have been made.
