City Planning, University Of California, Berkeley (UCB) "I regret to inform you that you have not been accepted for the Masters of City Planning Program in the Department of City and Regional Planning. The department has the difficult task of selecting students with the strongest overall record from a large pool of well-qualified applicants. Unfortunately, this may result in our inability to accept many applicants who are capable of excellent academic work."

MALD, Tufts University: The Fletcher School To Tufts undergrad poster below. The typical student has a lot of work experience post college. However, they do accept students straight from undergrad. I think the international experience would have to be a lot of hands on work, maybe it's possible that you did not play that up enough?
Regardless if you are a strong applicant I am sure you will have many other acceptances to mull over and I am sure which ever program you choose you will excel in.
