Had double masters degree in CS(from Germany+Bangladesh). 1st MS-3.3, 2nd MS-4. No publications btw. Also, 5 years of professional experience. Got rejection today.

No GRE. Strong LORs. One of the professor who promised to write a LOR for me happened to be promoted to be the department chair a year ago hahaha.
