Grad GPA 4.0. the rejection letter sounds warmer than I expected tho

On behalf of the Doctoral Admissions Committee at Notre Dame, I want to thank you for applying to our Ph.D. program in Economics. We appreciate your interest in our program. The admissions committee met recently to deliberate, and I regret to inform you that your application did not move further along in our process. The application pool this year was extremely competitive, with around 400 applications in all, and we were only able to extend an offer of admission to a small percentage of applicants. There were many factors that contributed to our decision, including fit with the program and the various academic fields. In the days ahead you will receive a formal letter from the University of Notre Dame Graduate School informing you of our decision. Though I know this news may be difficult to hear, I want to encourage you to keep pursuing your work in economics. There were many fantastically qualified individuals who did not make our pool of finalists, so please do not take this as an indication that your qualifications were poor or your dreams are unworthy. Due to the large number of applications we received, we will not be able to provide individual feedback on Committee decisions. Oops - Economics PhD, not Financial Econ PhD

Received an email from 2 professors for a quick interview. "This is the final step before we make offers and the goal is to get to know you better (your potential research interests and reasons why you are interested in our program). It should last no more than 15 minutes. Please do not feel the need to wear business attire and/or prepare excessively." Both are unrelated to my field of interest, however same nationality as mine.

(Not WT) Is there anyone accepted and going to decline his/her offer? If you have better offer, please decline your offer for who are waiting for next round to be admitted. Many thanks.
