Unofficial letter from grad chair on 9th, official offer on 10th. An international student with a Canadian undergrad, 3.8 GPA, research experience. 11k in funding (TAship only).

I got a recommendation email from Professor Johri on 02/09/21, followed by a formal offer letter the next day. I'm an international student and am wondering if this is the reason why I received no funding like entrance scholarship and TAship/RAship.
