Called department to inquire about application status; they apologized for the lack of notifications and said their system was having issues recently, but that I was declined admission and would be officially notified via the application status website this week.

Just joining the Brown reject club. Not too upset about Brown in particular, but the soul-crushing process of PhD apps is getting to me...
