Was rejected from PhD program but accepted into one-year Masters program in International Relations. Received full funding.

They said that this year's applicant was best they ever had but I guess they probably tell it to rejected people every year... Still, I am not really sad, since UPitt only takes as many as they can fund, which is the way all schools should do.

Mailed to the department's director of admission committee, and got a confusing answer: "Our initial offers have been extended. Remaining applicants will be contacted by the Graduate School by the end of March." Can anyone explain what it actually means? Am I rejected or waitlisted?
