Received an acceptance with fellowship.

I applied for direct admission into the Ph.D. in Civil Engineering (Construction Engineering concentration) but they offer me admission for the Master's program. I have some research experience, one conference paper published, and an ongoing journal paper. I did not take GRE. I tried to contact a potential advisor before applying but I had no success.

I applied to the PhD with my bachelor's degree, but accepted by the master of Civil Engineering Burke Graduate Program. I'm curious if that means I'm rejected by the PhD program or I can transfer to PhD directly at the second year of master?
