To Below: The reply you got from the manager should probably be reasonable,which can be identified from the fact there is still not large-scale rejection crurrent from CMU ECE. However, it is still weired that why CMU ECE make their decision so late this year. Some of my friend got their offers at Feb. 15 in 2009. Sigh.
