UoT profs apparently do not consider international students for fully funded masters due to not having enough "funds". They only consider them for direct Ph.D. Sadly , most people who applied do not know that because UoT does not state this anywhere. This info was something professors admitted to when asked by potential graduate students.

Got my 5th reject of the season. Toronto joins the party alongside UWash, CMU, UIUC, and Berkeley. A:0, R:5, P:7 This year was brutal and I have already started my preparations for the next year's cycle. Indian student from a top-tier private university in India. Well-rounded SOP, great LORs from good folks at different academic and professional institutions. 9.31 GPA, 3 publications, GRE-321, internship experience at Microsoft Research, and professional experience at Microsoft Development Center.

Expected as they don't consider international students for masters.

GRE not given, GPA 8.08/10 undergrad, MBA 8.47/10, 1 second author IEEE conference paper, 1 SCI first author journal paper, 4 months research internship in Europe. rejection from research-based Master of Science program in the Department of Computer Science, University of Toronto
