It seems that I was on a waitlist (not notified of this) and someone rejected their proposal

Rejected after interview. Although the rejection letter was considerately worded and it's not my top choice, the rejection still felt rude and offensive because they only told me about it after I followed up multiple times.

Ignore waitlist. Does anyone received an offer?

To the poster below: I sent an inquiry to the graduate coordinator yesterday. She got back to me saying that they'll need next couple of weeks to a month to make all decisions, and asking for patience. I know it's exhausting to wait for this long. Not sure if any other programs would take longer than Pittsburgh.
