Undergrad GPA: 3.58, Masters GPA: 4.0 (both from outside the US from a not so good university, but top in my country). GRE 323(167Q, 156V, 4AW). TOEFL 117. Above average research experience. 1 journal paper in IEEE Transactions. Internships at CERN. Good recommendation letters.
