As somebody who applied a second time, my advice is that don't stress about the ranking of your university. Rather you should focus on finding a good topic to work on with a supportive faculty. Down the line your good work will open up doors to many more opportunities.

I had to apply and I had no other options! I improved myself a lot!

TTPB: Please don't dole out naive epithets like "improve your application and you'll get in". If you have been following GC/PGF, people with excellent applications have gotten rejected. And not everybody has the privilege to bear costs/stress for another year or be unemployed. Sometimes one has to suck it up and go to safe schools.

TTPB: (I am not actually waitlisted) But I saw someone below notified they may have been. To this person, were you actually waitlisted or just wondering about the "application under review" status change? I think most everyone receives that status after submitting the mandatory video interview.
