Finally... initially being waitlisted, then here comes the fellowship offer. Turned down UT-Austin, University of Alberta, and Penn State, full-funded. Withdrew applications from UC-Davis, UNC, and TAMU.

To the person below: That is sort of a case by case basis, depends on the school and the type of program that you already accepted an offer from, but generally I would say yes. I mean, how are they gonna stop you? Its not like they own you.

I just declined a fully funded offer from Penn. Best of luck to everyone on the waitlist.

To the poster below: Thanks for the info! If people accept other funded offers to find out later they were accepted by UPenn, can they reject their first offer to go to UPenn?

To the poster below, UPenn is not bound by the April 15th deadline (due to reasons relating to funding and the masters programs) so they might and probably will be sending out some decisions after then.

Has anyone heard about decisions??? As the April 15th approaches everybody seems to be nervous about it on Mechanical Eng.

I know they have it posted like that. I think I'm allowed to have the opinion that it adds unnecessary stress to their applicants since almost every other school can notify their applicants months before. It doesn't give anyone enough time to make this huge decision and I think it hurts their chances of getting their top applicants.
