International. hep-th, MS GPA 3.86, double major with mechanical engineering, 1 publication, 1 thesis. Had financial support (scholarship) that pays for tuition and monthly stipend. Even with a scholarship, it is a rejection.

Our administrative assistant on this committee left our department for another job and we've been very backlogged in email responses. Yes, we have your application and it is being processed as normal"
