E-mail: "Given our limited number of slots for the next academic year, we're not able to make an offer at this time but wanted to relay the news that we've put you on our waitlist in the event that a slot opens up. "

2a/5r/5p out of 12 programs. Looking forward to be accepted by BU. Good luck to everyone.

Yes, to the question below, same template, word for word. Part of the text in different font, so copy pasting...

GPA is Grad. This was the content of the E-mail: “Dear X, I'm very sorry to be writing you with the unwelcome news that we are unable to offer you admission to Cornell. We received over 300 applications for only 6 slots. Those numbers may provide little consolation, but they tell you how competitive the admissions process was. My colleagues and I read all of the dossiers, especially the writing samples, with interest and attention. Your creativity and dedication to philosophy are inspiring; I wish that we had space to admit more than just 6 students. Thank you for applying to our program, and best wishes for your future. Sincerely, Will Starr” Is this the E-mail that everyone is receiving? Or do they send different templates?

2a/2w/3r ... kind of bothers me they waited this long after giving out acceptances, but oh well

No it means that, you are rejected for PhD. It is kinda general issue, when you are rejected from PhD , they accept you for MS.
