Does UChicago admit all rejected applicants to their MAPSS program?

The letter says they're aiming at the class size of 23

Surprised - much as I am not the flavor of MIT (IR), I don't feel I am the flavor of UChicago.

Did anyone else get waitlisted at UChicago? In the past two years at least they haven't had a waitlist so I'm curious to know if anyone has any insight or is in the same boat? And if you got in and are planning to go elsewhere it would be amazing if you could decide as soon as possible (though I know people are still waiting to hear back from their top programs)
