There is still hope, most likely people those who get first round of offers have some other options, most likely better schools. Therefore, there will be second round of offers more likely closer to the April. There is a person who even now says he will reject the offer soon in below,

Those who haven't received mails. Implicit rejection, is it? Here's hoping against hope, one of you say, no, they are yet to send out offers.

Emailed grad director last night, and he responded this morning with the rejection.

Since I saw other acceptances and wait lists back in February, I'm guessing this is the second round, or it's by interest area.
