I think the decisions are already made but part of acceptance/rejection emails are not sent out yet, and only formally/informally accepted applicants can log in to see the information for successful applicants. It does not mean that all people who don't get the notification yet are rejected.

To CMU posters below: my POI told me that CMU does not send out rejection emails. All the decisions are made but acceptance emails are not out yet. Various professors are calling / emailing candidates for unofficial acceptance. The portal thing is most likely an accurate indicator of your status

Sent admit mails. Didn't get one.

Computer science undergrad. Near-perfect GPA from obscure private university. 4 very strong LORs from faculty. Multiple prior research experiences, but no papers published. 91st percentile Q, 98th percentile V, 81st percentile W. Met with and expressed interest in working with a specific ASU faculty member. I fully expected to get in, but relieved nonetheless-- ASU was my top choice.

Received offer from both website and e-mail.
