Received email saying "...Your application to the graduate program was carefully reviewed. Since we do not have a Memorandum of Understanding with your previous school, I regret to inform you that the admissions committee did not recommend your admission..." What is Memorandum of Understanding and where can I get it?

Agreed, don't give up if you have not gotten a reject yet because there is a waitlist. I have an admit from the first wave in Feb, but waiting for several higher ranked schools to give decision. As soon as one of those come through, I will be declining so that one of you can have it.
