For applicant to the PhD in linguistics at Uni. of Iowa, have you all got back from the department? I did not and wondering why?!

I applied to the PhD program of linguistics at Uni. of Iowa and haven't got an email from them yet. Does that mean that they still evaluating the application?!

BA, MA, first year PhD student at different (equally ranked) university. Had to apply to switch to a new PhD program because of a personal situation with my partner. Despite great recs, solid SoP, writing sample that was published article, several other articles in prep, and an MLA panel organized, programs don't seem to like the idea of someone leaving a different PhD for them. Great app. results last year (9 acceptances), but so far 3/3 rejections this year.
