Not surprised, but the way they inform applicants is seriously rude. You just get an email saying a decision has been made, log into the portal, and see your application status has been changed to declined. Like, how impersonal and snobby is that?

Did not submit GRE, published as 1st author in the field I hope to pursue my PhD

I did not submit GRE scores. I had a strong undergraduate record from a state school and extensive research experience. They are offering two rounds of interviews. The first is virtual in January, and then shortlist a few students and invite them for in-person interviews to meet faculty members in February.
