Was offered a position at another school, so I reached out to the program to find out my status before I made any commitments.

Not surprised. Skype interviewed with one POI in Fall, wanted stronger quantitative background. Another POI responded saying he was only taking PhD students.

Applied for PhD. Admission letter says that the program admits all students into their master program first. Going to decline this offer.
