email from POI saying that I am admitted but funding decision will be made in March. Has anyone received an offer with funding?

an unofficial acceptance letter from POI Accepted with full funding package (though I was told that they will send the official notification letters on funding in early March) This was my dream school, so I am so excited!

Learned I was rejected today, but was recommended to the MS Applied Linguistics program. Unsure if I'll ask my application to be sent to them.

2 first-author publications, 2 years working full-time, average GRE scores, numerous presentations/invited presentations. I was told they typically accept 1-2 doctoral candidates in this program per year. Good luck, everyone!

MA in TESOL / Applied Linguistics GPA 3.78

-hold an MA in Applied Linguistics

2 yrs research experience, 1 pub. Even visited the campus and talked to the faculty and the admissions chair. Very surprised by this rejection.
