Is it normal to receive an offer but not give a formal offer or funding letter after two weeks? Will it be withdrawn?

I had my first interview today. It went okay, I guess. I was really nervous, but the professor was very friendly. I hope I get selected because it's rare to find such a good person.

Received official notice later, was emailed from a professor I was in contact with.

got full tuition and $12k stipend a year

3.61 GPA in undergrad, 1 more semester left before MA graduation with 3.88

Very excited, but still waiting for waitlist from UConn

I am sorry to inform you that you were not among those selected for admission by this program." // More than 10 years of teaching experience, three master's degrees with academic excellence scholarship, best GPA of my generation at undergrad and grad, research and professional relevant experience, two prominent international leadership awards, strong LORs, and a prestigious international scholarship for the PhD. I just can ask myself, "Why not?". I am tired, really exhausted.
