- Have three publications in progress. Had some research experience and three pretty strong recommendation letters. Graduated with a master's degree in public policy (GPA 3.95). Well, kinda expected. Talked with the department director before submitting my application. He liked my experience and thought it might be a good fit but then basically told me that they were really POOOOOOOOR and had no funding for international students since the only limited funding they had was from the US government. He did suggest reaching out to some PIs to see whether it is possible for them to fund me through their project grants. But it seems like the last time someone got this kind of funding was long ago. I lost interest at that point and did not spend too much time connecting with their professors. Anyway, in one word, don't apply for this program if you don't have an American passport or green card=)
