- TTPB: Yes, if you haven't anything from UIUC at this moment, it's 99.99% a rejection. I'm currently an undergraduate in UIUC and both of my POIs said that all PhD offers are out by 3.7 (virtual campus tour day for incoming PhDs). But still, you could try contact the department and try to get into the MSCS which I think is also a very decent program.
