"The Economics Admissions Committee has reviewed your application and in a typical year we would have been very excited to recommend to the School of Arts and Sciences Graduate Division of the University of Pennsylvania to admit you to our Ph.D. program and waitlist you for funding. However, due to the financial impact of the Covid pandemic, we are not authorized to admit anyone with funding from the School this year. We do, however, expect to assemble a very strong incoming class consisting of individuals who will have outside funding initially and the Department will use its internal funds to support most students starting in their second or third year in the program. "
