- TTPB: So what should I make of it? I am an international applicant. The fund mentioned in the description, if I am not wrong, is for students from 'historically black universities', and I don't think I am eligible for it in any way. What I think is that they've copy-pasted the description from a previous event. Also, does that mean whoever applied to the program (PhD, MSE) is invited?
