For starters, in order to fill 14 spots, Cornell has to accept about twice that number, given that the historical yield rate for Cornell IS has hovered around 50%. This indicates that one can't use the "acceptance to posted acceptance" ratio (your step 1) to approximate the "interview to posted interview invite" (step 2) — the explanation for this is that an applicant is probably more inclined to post about an acceptance than about an interview.
