- TTPB: my guess for the reason why the applications are still open is simple: there are simply more places available than the qualified and accepted students, which means if it is open you still have a chance to get in (especially considering there is no funding available at this point). The professor told me that the top (in terms of their internal ranking system to determine scholarship) CS students they admitted often decline the offer and go somewhere else (he mentioned some US unis I am not gonna post them here). They simply need more students. If you are interested and have enough money or external funding for four years, I really suggest you just apply.
