- TPB: The freeze is for the whole university. According to the email. Here's what Prof. Hansen's email said: Thank you for your patience. I wrote a few weeks ago explaining that we would be making additional offers. I'm writing today with an update on that. The University of Oregon instituted a hiring freeze campus wide this last week. As we sought out clarification, we were told this also applies to GE offers for graduate students. So while it had been my expectation to make more GE offers, unfortunately right now I am unable to do so. It is a rapidly changing environment and we get new information every day, so it might still be possible this could change in the next two weeks depending on undergraduate enrollments for the fall. I'll let you know if and when I get more information. I appreciate your sincere interest in our graduate program and I'm sorry to not have better news at this time. I wish the best of success in your pursuits of a PHD as you consider your other options. Benjamin Hansen
