Strange email, but does seem to be a waitlist even if it doesn't use that word. "Our faculty admired your writing and we hope to be able to offer you admission and a Graduate Teaching Assistantship (GTA). Unfortunately, I cannot do so at this time, as our policy is only to admit students to whom we can offer full funding." Fingers crossed!
