- To the posters below: Things might have changed but I am sharing my personal experiences (admitted for fall 2014 and attended UD). The offer letter I got contained the exact same phrase (admission offer is contingent upon the attendance of ELI/ITA program, and that only under special circumstances will one be granted absence from this). Actually, the completion of ELI/ITA program is the graduate school requirement for any international students with teaching duties. So, technically every international PhD student in Chemical Engineering department has to take the program anyway because you have teaching requirement. However they were lenient with the "special circumstances" back in 2014. One of my classmate was not able to attend summer ELI/ITA program because she could not get her F-1 visa issued by the start date of ELI/ITA program. However, she attended from fall of 2014 without any problems and she completed ELI/ITA program in the following winter (program in winter is actually shorter, only 2 weeks instead of 1 month). Just explain your circumstances, and the department and the graduate school officials will understand and grant you an exemption from taking the program in summer, but in the following winter. FYI. Actually the ELI/ITA program gives you a great head start. You get to meet some of your international classmates during the program (I met three of my classmates). Also, you can contact your POI ahead of time and meet with them and their students.
