- To the guy confused between USC and Waterloo, I am an international student as well and did my undergrad and MSc in the Bay area. I am now moving to Canada for PhD. Do you know how much uncertainty you will have to deal with in US until you get the H1B lottery? And what might happen if you don't get it within 3 years of STEP OPT? Sure, US has a lot more opportunity but the immigration policy is often against you these days.
