- Poster below: I do know that with Iowa's admissions process, students, fellows, read first rounds. There are between 1000 - 1400 manuscripts to go through. The pool gets smaller and smaller as it goes up the chain. Samantha Chang doesn't read until the pool has been considerably reduced. While she signs every response letter, if you didn't get a personal note, there's a good likelihood she didn't actually read your manuscript. So, I wouldn't take it as a personal rejection from her. You should certainly try again in future, when you feel ready.
