To the person on the waitlist at Maryland, It seems that they are reconfiguring the TA line at this time of the year that they accept more students than the number of the slots available when offering admissions. The result is that, according to what the secretary told me, they sometimes accept PhD students without funding although they seek to fund all PhD admits.
