- I was told that they are considering me for admissions to their MA PROGRAM. Apparently, if you don't have a master's degree you are admitted to their MA program and you have to complete all those requirements before being admitted to Ph.D. So, you're not officially in a Ph.D. Program. Should have read statement: Applicants to the doctoral program must hold or be near completion of the master's degree (or its equivalent); all others will be considered for admission to the master's program, even if it is their ultimate intention to pursue a doctoral degree at Penn State.
