Also in my undergrad school, with a 3.28 GPA, this is actually much higher compared with peers in the cohort, so with someone who has low GPA, I think if you can get the proof that your graduation rank is actually in a good place (basically telling the committee not to be tricked by the low GPA, that you actually have a good ranking in your cohort), then your chances of getting accepted are quite high.
